Michael Milken to Participate in the online conference of the Russia Forum

Michael Milken – a legendary financier, chairman of the Milken Institute and co-founder of the Milken Family Foundation – will respond to the questions from guests of the Russia Forum’s website as a part of the online conference scheduled for January 25-28, 2010.

All visitors to our website will be able to submit their questions to the renowned international investor and philanthropist until January 25 by using the form Leave comments in the news on Michael Milken’s participation in The Russia Forum 2010.

Over the course of four days – January 25th to 28th – Michael Milken will answer posted queries regarding global financial architecture, recent economic developments, philanthropy, as well as his work for social, educational and medical research.

   Сегодняшние малые предприятия в будущем могут стать большими компаниями – если получат доступ к капиталу. В 60-е годы лишь несколько крупных банков и страховых компаний решали, кто получит доступ к финансированию, при этом их клиентами были несколько сотен крупных корпораций (компаний с историей), входящих в инвестиционный рейтинг, основанный на этой истории. В то же время десятки тысяч малых предприятий (компаний с перспективами) были вынуждены буквально выпрашивать финансирование.    What do you think about the system of public health in Russia? And about the system of oncologic institutions?

   One of the purposes of my visit to Russia this week is to learn more about your health system and I hope to meet with some of your leading researchers. Of course, I know generally about Russia’s long and proud history of leadership in advanced sciences, but I’m looking forward to discussions in Moscow about the potential for greater international collaboration. In many speeches over the past two decades, I have advocated the internationalization of medical research as an important strategy for accelerating cures.

   As someone who overcame cancer, what is your advice for those who are battling the illness?

   Fortunately, the days when a cancer diagnosis was almost always considered a death sentence are long gone. We have made important progress in the 35 years since I first became involved in medical research programs in the 1970s. Patients today have better prospects and greater reasons for hope. With my diagnosis, I was told to “put my affairs in order” and to expect to live perhaps another year. That was 17 years ago. Since then, the particular cancer I suffered from has gone from a neglected research backwater to a body of knowledge that today has brought a cure within sight. I believe that within the next decade, cancer will no longer be a cause of death and suffering, but a chronic disease that can be managed in much the same way we manage chronic diseases like diabetes.

Нужны ли, по Вашему мнению, все эти изменения, или России следует идти своим, самобытным путем?

   Россия всегда славилась своими научными традициями, прекрасным образованием, высоким уровнем грамотности населения и вкладом в мировое искусство и науку. На этой неделе я приезжаю в Россию и надеюсь, что мне удастся узнать больше о российской системе образования. В то же время, я могу сказать, какую практику в области американского образования мы считаем наиболее успешной: мы поддерживаем учителей, потому что самый важный фактор успеха учеников заключается в знаниях учителя. Мы вложили сотни миллионов долларов в программу Milken National Educator Awards, и начиная с 1985 года поддержали достижения более 2400 выдающихся учителей начальной и средней школы.    Is Islamic banking system “i.e. methodology” the answer to the now financial crises or is it the answer at any time?

   Over the past decade, I have visited more than 35 nations where I have met with leaders of governments, medical institutions and major industrial companies. Several of those nations were in the Middle East where Islamic traditions are prevalent. It is clear to me that each financial system must adapt to the local and national culture. Islamic nations have had various degrees of success in merging their traditional ways with the requirements of international commerce. The United Arab Emirates, for example, has developed its economy to the point where its sovereign investment fund is a major international force. But I do not believe that any one tradition is “the answer” to financial instability. Rather, we should study history and try to learn from the mistakes of the past.    За последние 10 лет я объездил более 35 стран мира и встретился с членами правительств, руководителями медицинских учреждений и крупных промышленный компаний этих государств. В том числе я был в ряде стран Ближнего Востока, где исламские традиции преобладают. Понятно, что любая финансовая система должна соответствовать местной и национальной культуре. Степень успеха исламских стран в объединении традиционных подходов с требованиями международной торговли различна. Например, в Объединенных Арабских Эмиратах экономика развита так, что правительственный инвестиционный фонд является ведущей международной силой. Но я не верю в то, что традиции – это «ответ» на финансовую нестабильность, хотя мы должны изучать историю и извлекать уроки из ошибок прошлого.    Mr. Milken, you have been referred to as the “titan of Wall Street and father of the junk bond, to whom the world is indebted”. What do you think of junk bonds now?

   During my financial career, which began in the 1960s, I hope I have advanced understanding of the components of prosperity and applied it to help entrepreneurial companies grow and create jobs. My focus has always been on capital structure, not high-yield bonds. (See my article “Why Capital Structure Matters” at http://www.mikemilken.com/articles.taf?page=37.) In my business, we used more than 50 types of securities in some dozen asset classes to help finance corporate growth for our clients and adapt their capital-structure needs to changing market conditions. High-yield debt instruments (sometimes called “junk bonds”) are only one of those security types. There is no one right way to capitalize a corporation, nor can any one structure be correct at all times. Sometimes, as in the late 1980s, most companies would have been advised to de-leverage by issuing equity. For much of the 1970s, conditions generally favored debt financing. Yet, I believe, for certain companies – such as airlines in the 1960s and dot.com startups in the late 1990s – even a dollar of debt is too much because risk in capital structure should vary inversely with business risk. But for investors, a diversified portfolio of high-yield bonds has provided outstanding returns over time. This was the best-performing asset class of 2009. In fact, non-investment grade debt has been among the best-performing asset classes since the early 1980s and perhaps forever. Still, we should not underestimate the fact that there is always resistance to change. The temporary disruption in the high-yield market, at the end of the 1980s, was caused by regulatory overreach when financial institutions were told by regulators they could not hold that debt – a last-ditch effort to deny capital to the talented managers who were building businesses and creating millions of jobs. After the debt was sold at artificially low prices, high-yield securities quickly recovered (up 46% in 1991 alone) and outperformed all other asset classes.

    Is there such a thing as the ideal economic system?

    James Madison, one of America’s founding fathers, said, “If men were angels, no government would be necessary.” Clearly, we need governments to maintain order in various segments of society, including the structure and functioning of financial markets. Just as clearly, the history of government financial regulation has been one of recurring failure. Periodically, markets have ceased to function effectively in ways that destroy jobs and confidence, discourage the deployment of entrepreneurial capital, perpetuate poverty and contribute to global political instability. That failure largely emerges from a fundamental misunderstanding of financial instruments, incentives, risk and the role of markets in allocating resources to their most-productive uses.

    There can be no “ideal” economic system because economies are nothing more than the actions of people responding to incentives; and people are fallible. But some systems are better than others and I believe that among these, capitalism – a system of free people making decisions in free markets – is clearly superior. And capitalism works best when people are well-informed. For this reason, we have recently begun work at the Milken Institute on creating a frame of reference to expand understanding of how markets work. We want to increase financial literacy worldwide. Greater understanding by financial intermediaries, businesses, consumers (as investors and voters), regulators, rating agencies and the media should help make markets more resilient and make access to capital more democratic. Because they have historically misperceived the way markets function, each of these groups has contributed to boom-and-bust cycles and in some cases prolonged and deepened what would have been relatively brief downturns.

    Yet we should not forget that despite the severity of recent financial disruption, there has been progress in managing and coordinating the global economy over the long term. Since World War II, recessions have generally been shorter, milder and less frequent than they were in the 150 years before 1940. The Milken Institute strives to mobilize the brightest minds around the world to continue that process and advance global prosperity.

    What do you consider to be the most indicative of economic growth?

    The 21st century will be defined by global competition for the world’s most valuable asset, human capital. Nations build this by strengthening education, healthcare, access to scientific knowledge, opportunities for women and incentives that attract skilled immigrants. For example, a continuous focus on education is driving the rise of the middle class in Asia. That is one reason Asia’s growing economy is expected to reach at least half the world total by 2030, up from less than 30 per cent today. The return on investment in education is apparent in a comparison of Singapore and Jamaica, former British colonies that once shared many similarities. In the early 1960s, each had a population of 1.6 million and almost exactly the same gross domestic product per capita – about 2,200 current US dollars. Then they diverged. Jamaica stuck to agriculture, mining and tourism while Singapore focused on educating its people, who expanded manufacturing capacity and developed advanced technology. Today, Singapore’s GDP per capita is nearly US$39,000 – more than seven times that of Jamaica. Besides human capital, prosperity also requires social capital. Successful investors look for a strong commitment to private property rights. They ask if workers can aspire to more than a job and realistically dream of being owners. And they invest in areas where companies are encouraged not only to take entrepreneurial risk, but also to provide solutions to society’s needs.

    Educational system is reforming now. Now our children have USE (unified state examination – the tasks are tests, and the 100mark appraisal plan, there used to be only finals, and the system of marks used to be from 2 to 5). Do you think we need such reformations or Russia should develop in its own original way?

    Russia has a long tradition of scholarship and excellence in education. The results of that tradition include your astonishing literacy rate, contributions to the arts and world-class scientific achievements. I hope to learn more about education in Russia during my visit this week. Meantime, I can tell you what we’ve found to be a successful approach in America: We support individual teachers because the most-important factor in student success is the quality of the teacher in the classroom. We have invested hundreds of millions of dollars in the Milken National Educator Awards program which, since 1985, has recognized the achievements of more than 2,400 outstanding elementary and secondary educators. Also, the Milken Scholars program has provided more than 200 outstanding high school graduates with a commitment of four years of college financial assistance, counseling, volunteer opportunities and preparation for graduate studies.
