Fang Xinghai

General Director, Financial Services Office, Shanghai Metropolitan Government

Dr. Fang Xinghai is Director General, Office of Financial Services, Shanghai Metropolitan Government. He received and his BS in engineering from Tsinghua University in 1986 and his PhD in Economics from Stanford University in 1993. Upon graduation from Stanford, Dr. Fang was recruited by the Young Professionals Program of the World Bank Group to be an economist/investment officer at its Washington Headquarters.

In 1998, Dr. Fang left the World Bank to come back to China, where he was Director of Office of Group Coordination, China Construction Bank and Deputy Chief Executive Officer of Shanghai Stock Exchange, before assuming his current position in October 2007.
