Deputy Minister of Finance of the Russian Federation
Dmitry Pankin has been a Deputy Minister in the Finance Ministry since 2008. Prior to that, he headed the ministry’s department of international financial relations, government debt and state financial assets.
Over 1994-1999 and 2000-03, Mr. Pankin was Chairman of the St. Petersburg Bank for Reconstruction and Development. In the interim, he headed the department of energy and electrification at RAO UES.
Mr. Pankin previously worked on the Economic Reform Committee of the City Council of Leningrad, and at the International Center for Social and Economic Research in St Petersburg.
He graduated from Leningrad State University, specializing in political economics. He holds a Ph.D in economics.
